I think I've finally figured it out. This is for someone who is not currently a Hotlink user. Correct me if I am wrong.

1. Purchase a Hotlink Prepaid Card. Activate it.

2. Register a Hotlink Game Account.

3. Purchase a Top-Up Card from 7-11.

4. Go to the website, enter Hotlink mobile number and e-mail, click Buy Now.

5. Receive e-mail with 2 Steam wallet codes.

6. Redeem the codes on your Steam client.
