I cant really give suggestion since I only seed on Linode VPS, which is non restrictive but considerably more expensive. (and not worth it to use it only as seedbox).
But Ramnode states that they allow' torrenting in US locations' (god knows what that precisely means) and no one ever complained about being cheated. read their AUP.

Somehow i notice a huge difference in download speed.

The other day i tried downloading using unifi 10mbps its was fast got around 1.2mbps download.

i think linode is ok for me to test out and i am not planning to use only as seedbox. Will further go deep into as i proceed but i just wanted some good recommendation from expert user like you haha. Linode, which location is good? tokyo is not available now (can i change to tokyo later?)

Lol I just use it because requirement for other my unrelated project (because I want openSUSE on KVM to be precise lol). You may also check out its closest competitor - DigitalOcean and Atlantic.net.
For location depends on usage. If you always access local site or game server on this region, then better take SG. If you don't have any specific use then US west coast is way to go currently.
Not sure if can change but I think they don't have problem fulfilling your request if you write a ticket.

Ah about the gaming connection to US, this will cover lots of topic like peering and stuff to make it really comprehensive and accurate.
So tldr, it depends. You can't expect VPN to improve your connection under normal situation.

enter ip address
and then enter port at the below.
restart bitcomet and enjoy.

dont forget to check if proxy available or not.
always select proxy which is fastest.
how i determine is by during online checking,it checks very fast as online its status thus i took that one.
US , Germany , Romania and Argentina works best for me tho.

and ensure that the anonymity of the proxy to be greater or equal to ANM. otherwise no point having proxy

then goto the setting page
Look for DMZ setting. Key in your ip address.
Save.

Power off your router, on back after 30 seconds.
