first of first, buy your own vps.
doesn't need to be expensive. $10/yr budget one located in LA or Seattle with good ping is perfect.

yeah. The new company now stopped selling that awesome package and only available for renew for existing subscribers.

You may look at Ramnode. the pricing/spec not as crazy as old Crissic but I think it the next best provider you can have.
Also check out MooseVZ. Good package and price but come with no SLA whatsoever and they do some intrusive DPI on their network kinda makes it shitty for torrenting. Good if you just want to bypass firewall to watch porn at work.

Id rather just take OpenVZ based server at $8/qtr for personal VPN/seedbox.

Located between US and the rest of Asia, Japan is kinda sweet spot of internet. You can get considerably good connection from all over the world, except for some crappy Europe provider(but who cares about Europe anyway). Extra bonus if you playing online game on Japan server.

Getting cheap VPS is easy, but getting cheap VPS provider with AUP that tolerate torrent software on their server is not.
Some even try deceive you with confusing words during presale, like saying you can run torrent software - but in fact their network is filtering all p2p traffic.

For disk space, If you just want to get your stuff and recover your upload ratio then I believe 15-20GB is enough.
But most of people will got this weird mental state with seedbox on private tracker, they try to get like 80x ratio for no apparent reason (epenis maybe). So you may need like 80GB to fulfill your seeding fetish.

You can go for as low as 128mb as long you stick with rtorrent. setting up webui with lighttpd can be PTA though. But its really worth it.

I cant really give suggestion since I only seed on Linode VPS, which is non restrictive but considerably more expensive. (and not worth it to use it only as seedbox).
But Ramnode states that they allow' torrenting in US locations' (god knows what that precisely means) and no one ever complained about being cheated. read their AUP.

Lol I just use it because requirement for other my unrelated project (because I want openSUSE on KVM to be precise lol). You may also check out its closest competitor - DigitalOcean and Atlantic.net.
For location depends on usage. If you always access local site or game server on this region, then better take SG. If you don't have any specific use then US west coast is way to go currently.
Not sure if can change but I think they don't have problem fulfilling your request if you write a ticket.

Ah about the gaming connection to US, this will cover lots of topic like peering and stuff to make it really comprehensive and accurate.
So tldr, it depends. You can't expect VPN to improve your connection under normal situation.
