The standard practice is in blocks of 30 secs or 60 seconds. A call of 15 seconds will deduct 1 time block. Read the TnC to find out.

I refer to MagicSIM as an example:

Point 1d in https://www.xpax.com.my/reload_tnc
QUOTE
d. Each free minute or SMS shall be considered as 1 free unit. The free units of minutes or SMS will be deducted based on your usage. Upon full utilization of the free units, standard charges shall apply.
Illustration:

To me, it indicates a 1minute call block. So, a 5secs call to a voicemail will cut off 1minute block of free calls.
