February is still bitter cold. So I don't think you can survive without a down jacket. Anyway, cotton isn't really a good insulation. Fleece yes; but then again I don't think it's enough as it would be -ve Celsius. Just saw my friend's facebook and he commented it was -12 degree now in Jeju Island. Thus still advisable to get a down jacket to pair up with your fleece with longjohn inside. Anyway, since we're happily discussing about buff a page before; here is how I wore it when it's windy   Else like I explain before, it's just as fashion deco because it will hang loosely on your neck.
