My connection lately to my online game server in Japan has increased from 110ms ping to 300+ ms ping starting about a month ago.
Apart from that I have been having lots of packet loss. This gets more often during peak hours of 8PM till late.

I've tried restarting all routers multiple times on multiple days and I am still not able to get back my previous low ping.

I believe this this is probably affecting other websites too especially when high packet loss starts to happen, other websites will also stop responding briefly.
