 How to unpark cores in Windows 10, possible?

From my knowledge, only Win7 have this bug whereby once the core is parked, it won't unpark.

Win8 and 8.1 solve this problem and user no longer need to unpark cores.
Same goes to Win10.

However, if your application (games) uses only 2 cores, the remaining cores will be parked.
No point to unpark them coz the application will not use them.
