Help! i was charged with the expensive data, celcom

hi need your help. My father is using subline for my celcom line (post paid without internet plan). last week i change new smart phone for him. and i'm not aware of the data is on (i think that i'm using my wifi at house) to download a apps. after i aware, i quickly turn it off. and the bill come now is charging me 872 unit (1 unit = 10kb) = rm87.2!!! anyone can advice me what can I do now? can i request for waive it or pay less with discount? rm87.2 for 8.7MB is too expensive.. hope someone with experience can advice me thank you very much!!
