u can. but u got write down the green car's plate #? if not then jst report for the fun of having a police report.

but assuming u have the # plate, mostly they will ask the owner come police stattion take statement..so long the owner says dunno or didnt scratch..then nothing gonna happen since no proof.

hell, my fren got cctv of a 4x4 knock down his flower pot in front of his house also the police say tak cukup nie..bukti tak kukuh....got the car moving and langgar sama itu flower pot also pdrm cant do shit...
