Those plants got higher safety design & managed by bigger companies because O&G got higher standard. Equipment are all well maintained & personel are better trained & better paid, coz O&G got big budget and reputation to keep.

But those small chemical plants, storage facilities dunno how their standard & personel training. Don't think it's that high, but problem is usually these plants are near resident areas.

back in may 2015 we had this happening at yemen, sources claim it was an ammunition dept but others were sceptic and claimed it was a neutron bomb (nuke)

Gutter will reduce the chance of getting hit by flying objects by high percentage, but chance of object falling onto you is still there.

I'm not sure if fire from explosion works like in the movies where fire blast tru above your cover, but from what i know if the gutter doesn't have highly flammable object the gutter might be safe, but the flame can still enter the gutter if the blast is strong. The heat might kill yo though unless the gutter is full of water.

If you hide in the fridge, the fridge probably gonna get blasted into the sky, so you might survive the blast but not the impact, the door will probably flung open and you too.

that is why in Western countries such facilities, including water treatment plant are closely guarded, some have army patrolling & guarding. because these are the easiest & most effective way to sabotage a country. and they have strong counter-intelligence as preemtive measure.

but in developing country, doesn't matter. aeroplane missing also dunno until too late.

maybe a new modern, top secret mini nuke can fit on small missile

more powerful then conventional explosives but not overpowered like Hiroshima
