If my annual fee is due in May this year, when should I call to ask regarding waiver? Can I call this month or ?

Hi sifus here, I just received 2 new credit card from citibank , but have not activate them yet, and I do not plan or want to use it anyway , so what should I do ?
Call citibank to cancel ?
And will they charge me annual fees first for both new cards although both the cards have not activate yet?

Want to ask if I received 2 new credit cards ( world premiere citibank visa signature & airasia citibank visa card ) , will they autocharge anual fees immediately once I activate the cards? And is it only after swipe any amount 3 times within 90 days only they return back the anual fees charged of each card?
