refer to the IBG schedule of your bank. Something it might not be reflected online straightaway. To confirm, can call CS and ask whether the money is received or not.

Yes you may create one without any savings acc.

However, since you do not have one currently, you can also fill up a cancellation request form and fax it to the HQ.

Write on the form for them to notify you in writing via sms, letter or email once the cancellation is confirm.

On a second thought, if you have the time, register for the online portal and cancel thru it. They sent a confirmation message via it which I saved for black and white.

you can either
1. check the outstanding balance/unbilled transaction at your citibank online portal
2. check cimbclicks for any failed transaction
3. called up citibank cs to ask whether the amount has been received or not

One thing,sometimes they will only waive once you officially submit cancellation request ( with all outatanding balance cleared).
As customer, usually its too late although they will give alot of excuse that they reviewed and now you eligible. There a lot of no annual fee upfront from competitors.
