How long does it take to full charge Surface Pro 4? How can I know the device is full charge without turning it on?

My Surface Pro 4 recently have stickiness problem. When I open an application and minimize it, fade image of the application will remained on screen. I open another application and minimize, the same thing happened. Even if I move the application window, some residue will remained on screen. Is this a hardware or software issue?

This happen right after major Windows update. I ain't sure whether the two are related?
