You need to have a brokerage account in the US or Canada, and then bought through such accounts in order to be invited to the meeting.

Somehow I have a different opinion,... my take is if the majority of the OPEC members and non-OPEC member attend the meeting, that will be enough to keep oil at $40.
If,.. at the meeting, there is strong conviction, and even a very slight indication of a conviction that the producers are willing to freeze, then oil price will rise by another $1 or $2 within the next few weeks.
If,.. no strong conviction happens, oil might dip to $38.80 at the lowest, then rebound back to $40 after that.
Oil price will not dive back to anywhere near to $35 anymore for this crisis.

Heard over news now that Iran has decided not to go for the meeting today. No support from Iran. And Saudi said they could add over a million barrels immediately - a threat ???
Looks like everything is pointing to more downward pressures for oil price in the near term.
