I think most new numbers are recycled ones these days. Terminated prepaid numbers get recycled within weeks. Maybe those 011 numbers have the better chance of being new. Be careful of the incoming sms that deduct credit. Any subscriptions by previous owner won't necessarily get automatically cancelled.

Actually I can say almost all 10 digit like 012 and 017 are recycle number, so far I am okay with recycle number cause usually telco will keep it 3-6 months before the num release again. If someone call you just say the number already belong to the new owner

Yea can say so, they will not release the number immediately after the old owner terminate the number
But there will be still some call from previous owner's friends even after a certain recycle period

A few years ago I bought a recycled Hotlink sim card that previously belongs to someone named Najiha.

The sad part is, this Najiha borrowed from lots of banks but didn't pay for it.
I've been receiving calls 24/7 for 6 months straight. I kept repeating that I don't know who Najiha is.

This has also affected my bank loan requests where they ask me: "What is your relationship with Najiha?".

used a few maxshit postpaid recycled number.where some previous owner owe banks and cc.non stop call and sms for demands.no tahan go maxshit centre change number which they charged rm25 on normal random numbers.got 1 even owe laundry and haven collect them since a year ago...

Unless a whole new list of numbers are released like when they just started 8 instead of 7 digits, chances of getting a recycled number will be there.

I think whether we'll get nuisance calls from it also depends on luck. If it's a number that's been very active previously, used for many years, then maybe many people still have it saved under the previous owner's name.

Don't let it worry you too much. For all you know, that's just the caller having dialed the wrong number. And whatever it is, I normally block such numbers immediately. I don't normally pick up calls from strange numbers, and if they're persistent, I'll block them too.

There are call-blocking apps that also give you the option to or not to block SMS as well. Some I won't block SMS-access, so if they really want to contact me (or my number), they can always send me a message. From there, I'll decide further if I want to reply that message or just block that as well. 

Just keep proof like receipts to show that you bought that number on the particular date from a particular place, so that in case the number gets you into any legal complications, you've proof that you're innocent since you're just the new owner.
