The thing you have to understand is, if one have to spend a lot for a 4k monitor, why not just spend a little more for 1440p at higher refresh rates? A higher refresh rate is a much more substantial upgrade over higher resolution.
I wouldn't mind a 1080p OLED @ 144hz + Gysnc. I'd jump on it.

But then gtx 1070 can barely go over 60 fps at max setting

Personally I am seriously considering travelling there just to collect myself, albeit need Singapore address, and still need to figure out how to go through custom.

Considering I'm building a new rig, so much saving even with RM dropping.
