Third is power delivery n the ability of the gpu to scale with voltage subject to pll voltage as well.
Kingpin cards suppose to fix second n third.
Anyone who clock ure cpu...the second part is common knowledge.
Switching frequency is important also between both vram n gpu. It keeps scaling in check
I nvr dove into previous gen asic but i am gonna assume some domt understand how important 2&3 is. Only cards like hof/matrix/kingpin/lightning u have some control on 2&3.
Reference card luck of the draw on all three. But generally if u have a card that high asic with high vram clock.. Ure good.
