I believe that the tenant should pay for his/her usage. However it depends on your written agreement/contract. That is why it's always important to discuss this matter before committing to any leasing. Water/Electricity is mostly consumtion by tenant and you never know that some tenants might abuse this if it is bourne by owners.

Exisiting fixture/furniture/equipments(doors, washing machine/fridge) however should be handled by owner as this should be under maintenance fee. But smaller items like light bulbs, bedding etc should be bourne by tenants.

Best to clarify with owner before signing the contract to know what you are getting. And make sure to get everything LISTED on contract to avoid the "he said / she said" situation.
