Tenant: Water, electricity

Pros:
1. Water_electricity bill may be late, etc., so difficult to collect when tenant already left.
2. Tenant may also worry about if he/she end up paying for arrears of water/electricity bill of previous tenant

Cons:
1. Inconvenient for tenant to call and arrange for water_electricity bill to be turned on/off when moving in/out
2. Water/electricity may take some time to activate(?) so tenant need to do in advance?

Overall I think the Pros outweigh the Cons, let water/electricity company chase for debts instead of you/agent having to do this painful task.
