No. It is capital gain and not taxable.

He mentioned Freelancer... Who knows if he did register or not.

Freelancer - it is hard to define whether it is business income or other income on and off. May be his freelancer means, monthly got many sales transactions, or may be he suka suka do, tak suka tak do and end up just 1-3 transactions yearly. I don't think it is under business income on this substance and I would classify it as other income and to use form BE.
