1st time to Tokyo? I wont recomemded you go Kusatsu Onsen. It too far away and you must over night at Kusatsu Onsen. If no plan overnight no point going there.

bus, they have this one day pass for JPY500 (if not mistaken) will cover all tourist places and bicycle would be fun too. u can buy they ticket once u have come out from kyoto station
