1) TM deploy new config unintentionally saying they can accept more traffic than what they can handle
2) Level3(one of world largest backbone operator) didn't verify config and announce to their peers.
3) Now most Asia traffic goes through TM because Level3 said so. Global traffic somehow affected too.
4) Oh shit oh shit oh shit..
5) Fixed

Read about BGP leak. I think almost every year there incident similar to this involving various provider/operator.
Once you read how BGP works, then you'll understand how fark up internet backbone really is.

Its poor communication.

Network related case is always too many subcon handle different case until nobody knows who is handling what and the result is some info lost along the way.

Too many cooks spoil the broth.
