what is the length actually? Mine a little bit more than 10ft also no extra charges.

Inverter Aircond usually has more BTU than non-inverter. Does current Aircond struggle to cool the room and need to use 16degree all the time? If not, I don't think you should increase the HP.

I'm a happy user of Panasonic CS-S10TKH, love the Auto-X function which cool really fast and change to indirect blow after coolness is reached. I just use it at 28ยบ every night and it's cool enough for comfortable sleep under light quilt.
