I'm working in HR and found out some colleague actually violated our employment rules.

As the year comes to a close HR is tasked to do a salary review for the company, so we had a meeting in a meeting room to discuss on salary adjustment for the IT support department which is grossly underpaid, we heard a loud commotion in the meeting room next door.

Turns out the commotion was actually a male engineer pleasuring off his male co-worker in the most indecent way possible. To make things worse, another colleague who has a bad record in meeting deadline came into the meeting room to join them in their circle jerk as well. Unfortunately I couldn't post the CCTV footage due to privacy issues.

My question is should they be sacked or do they deserve a second chance with warning letter?
