Hmm, actually I'm not sure bout the third requirement that need the details about the pengadil part. Just anyhow find a teacher give them the details? because there listed prepare only o.o what kind of details do you prepare ~

Wat pengadil part? They got list down wat details or what u shud talk ady for mine. Basically i just said what they want because time is limited.

pengadil = referee = people whom they could refer to about you.

basically it's just testimonials from teachers, headmaster, employers etc who dont exactly have a vested interest with you (which is why families dont count!). this is usually important as a vetting process to figure out stuffs about you that arent exactly assessed in exams or co-curricular certificates. for example:

leadership skills - only evident in group works or in clubs or activities that challenge one's ability to deliberate jobs etc. it's unlikely that you'll have a cert in leadership. even going to a bunch of leadership camps doesnt mean you possess leadership skills.

entreneurship skills - say you're good in making money out of nothing. of course nobody gives you a cert on this, nor will it be assessed in exams. but your employers would be able to attest to your ability in making money, right?

wow..! So are they learning all the technical terms in BM too? dahek.. or just the teaching will be in BM, the stuffs that you read and write are still in English

Local lecturers usually will conduct the class in both languages. While for foreign lecturers, how would you expect them to know bahasa?

UM is similar as well. The international students immediately go facepalm when bahasa is being used.

Maybe that is why Local uni won't achieve higher rank in the World University Ranking lols. Sorry, not humiliating the Local Uni.

But maybe a change should be made by them. Else nobody will ever like to enter Local Uni anymore =.=" Why not go to private uni >.< As there are much scholarships provided even though there is T&C.

Top public uni are still better than private uni, not like that type of you-can-enroll-as-long-as-you-can-pay-the-fee.
Fee is a concern as well.
