if you try to use tracert on the servers (sgp-1.valve.net and sgp-2.valve.net) you can see some route is unreachable..
seems like routing issue because of isp.

If u hv VPN , try connect to Australia server , getting constant 40ms ping . I think TM shd try route the traffic to different path

imo, random draft is easy to play, as there are so many easily counter-able heroes suddenly become non-counterable.

won 6/6 of my random draft games.

i believe valve is gonna introduce draft pick mode like LOL ranking,
