Let say i get 4k ringgit here and singapore offer me 3k singapore dollar, should i go? I am a married man, not sure if my wife can find a good job there, she have no cert.

Your wife could have problem even to stay at Spore if no cert.  In Spore, foreigner who has no cert = hardly has job. 
The only way she could stay at Spore with u is u gotta be a Spore PR, and apply her a dependant pass, subject to approval.  If u dun want to be PR there, probably u wanna stay at JB with ur wife...

Actually life syyle in KL is much more facinating, there are some thing that are hard to find in Singapore due to their gov policy. But overall its a lot safer there.
