Is the employee needs to pay for the working permit/S pass? Or the company sponsor without deducting the salary?

Well, my friend(a Burmese) applied job in Singapore, but have to pay $3000.00 for the S Pass. He mentioned to me that the company din't pay for him. Just want to know is there a rules to pay $3000 for foreigner?
