First and foremost, you need a camera body 
and then lens. You do mention about able to capture low light that means you need a "Fast Lens"

Body with kit lens : 70D with 18-55mm STM ( cost about 3.4k referring to KLDSLR )
Lens : 50mm F/1.8 ( Wait for the STM version , heard coming soon
)If got extra moneh~~~ get a 3rd Party speedlite, Yongnuo 560 IV
2nd choice
Body wit kit lens : 700D with 18-135mm STM ( roughly 2.7k )
Lens and equipment : 50mm F/1.8 STM , Speedlite, Tripod etc
