So may I ask if I were to get a junction box, is it that the top left is live, right is neutral, bottom goes to heater wiring? The heater earth and the earth from db box just connect to the same screw holes?

If you look at the picture, top left, there is this water valve, and what happen if this water valve leak? water will go directly to the elcb. What a "Professional" installer. Behind the ELCB is water pipe, is also crazy.

Only if the pipe not in the wall, and way above or away from water reachable area. Last time we had a maid when she clean the bathroom, she was till the top tiles that mean the ceiling also wet smile.gif can you imagine such maid wash this bathroom. Sure get electrocuted.
