Yes you can do that, I used to be an expert in this. I've really forgotten how you do it, but I used to be able to fake a release after a handcuff. Its like you said, you performs an invisible throw during a handcuff, but you do a partial one where iafter it does the throw, the handcuffed player will be thrown but before he/she reached the ground they will get suck backup into the handcuffed position. If I'm not mistaken, you do the invisible throw as normal but instead of the normal movement on the joystick (sonic boom movement), you do a QCF to top right corner (assuming you're starting on the left). Its a very very advanced technique, I only master it after mastering continuos invisible throws. Its a really fun thing as the animation is really funky especially when the opponents body get suck back into a handcuffed position..
from what i've gathered, one way to do that is to do a stance (freeze himself) during handcuffs. then, like what you have said, do a QCF to top right (or all the way back to top left) and press fierce punch + roundhouse. keep on tapping the fierce button to have your opponent stick back to you. that was what i been told but i can't get it to work.
i was messing around with the US and Jap version of SF II last night and i found out the scrolling bug. this bug has no end of possibilities. these are some of the cool one i made:

nope. it's a myth.
there were several versions of this myth. from what i've heard, if you beat all enemies with 2 rounds, you'll get a special ending. this is partly true because it was a special ending in SF II. not because you beat them all in 2 rounds, but depends on how fast you finished the game. if i'm not mistaken, it's either under 10, 12 or 15 minutes. you will get this.

with the 'save state' feature on my emulator, i managed to beat them all perfect. there was no sheng long. i got the special ending as well.
forgot to mention, you can play with 2 Ryu in SF II.
start your game with anyone but Ryu. when you reach Ryu's stage, lose it and continue with player 2. select Ryu and you will face Ryu again with same costume.
