or you can go get AV mount. only 720g iirc. doesn't require riding skill.

If you meant mount skill as the generic skill everyone used to have (the one you learned at lvl 40) then both required it. The difference now is that AV need 150. IIRC you can buy the mounts from inside AV as well, from the NPC that sells bandages, pots etc.
