Want to try a little 2 minute experiment??
COPY THE FOLLOWING 9 LINES TO NOTEPAD:
:START ipconfig /renew arp -d nbtstat -R nbtstat -RR ipconfig /flushdns ipconfig /registerdns ping 127.0.0.1 -n 240 GOTO START
SAVE AS: IPCONFIG.TXT - then RENAME to - IPCONFIG.BAT
Place the bat on your desktop double-click to run, LEAVE IT RUNNING in the background as long as the P2P torrent is running. Just close it when not needed.
I'm on a "foreign" ISP doing the same thing....but this little sucker UNCLOGGED the pipe for me maybe it'll do some good over there too.

Don't know how TMNET throttles....does your DOWN/UP look the same? also ping 127.0.0.1 -n 240 is just a continuous loop 240 is in seconds (4 minutes) maybe playing with this value ...you can find your own sweet spot?
