The institutions are forward-looking, and will have to adhere to rules of engagement in the business world. In the current economic times, institutions tend to stay away more for safety purposes. They would want to see a very high margin of safety before they engage. In good times, the margin-of-safety is lower.
Perhaps if an institution is allowed to 'short an IPO' then the environment will be different. But shorting an IPO is, well,... not ethical.
My RM told me once : her bank may not buy a particular investment instrument, but she will buy the investment herself with her own money. If I have confidence in her judgement, then I will buy it too. Will not follow the bank.
