The only reason to hold on the purchase of 970 is speculating how powerful and what price will AMD's R9 390(x) be, which may or may not affect the price of GTX970. But again since your current card is already faulty, I doubt you can wait for that long (earliest is after June).
As for models, we usually don't recommend any particular brands/models. The one with lower price and longer/better warranty usually get our votes.
Cheapest is Gainward reference card, priced at 1099-1149 (increasing soon) and go as MSI Golden limited edition which cost over 1.6k IINM. At that price point, might as well opt for 980...
Yeah, damn gst is making people go mad! lol and our MYR is going to be pessos at this rate if we keep depreciating. Yeah, but I guess i'm biased towards nVidia for their CUDA as compared to OpenCL...
