Yup. Maybe another 2 or 3 months away. You can power up her to +5 and give her some equipment as well for now.
So, to transcend Soi or not is totally up to you.

Xiao Qiao (Sogyo) from World 10 has the following skills:
Passive: AOE immunity for 2 turns for all + self immune to damage for 3 hits.
Skill 1: Hits 3 enemies with 140% damage, with penetration effects (ignore damage reduction, immunity).
Skill 2: AOE remove enemies active buffs
2 turns also means that the AOE immunity is easily removed totally by Nia too.

U should concentrate on making ur Raid team first coz it can give u a lot of good equipment there, meanwhile just put whatever strong unit u have in Arena.

I went through the troubles to rank up Rei just because of Soi.
Previously, there's only Dellons/Ming Ming who's immune damage for 2 turns and those can be easily countered with Nia.
Then there are those who are Physical/Magic Atk immune for 3 turns but they can be damaged by the Magic/Physical Atk.

Soi immune AOE sent my lv40 Velika into early retirement and now I can only depend on the newly transcended Rei for her Piercing and Bleeding AOE.
It gives me much satisfaction to see my Rei wrecking the opponent team with her Piercing AOE. Watching their bar drop from 100% to 0% in a blink of an eye. 

Edit: Yup. His immune damage is 3 turns and cannot be totally removed by Nia. Not many ppl use him in Arena though. Maybe they just prefer Soi over Feng Yan even though Feng Yan AOE can reduce damage by 40% and looks much cooler. 

I have 3 Rei which I get from fusing 6*.
Another 1 from 5* Hero Selector.
Then used Fina to transcend her once.
Now what's left to do is rank up my Rei from 4* to 6*.

You can keep those 4* as back up while trying to fuse 5*/6*. It will save you lots of Fire element.
Well, use for unlock if you need to. 

Daisy revamp

Passive: Increase allies Magic attack 40%; self immunity for 2 turns
Skill 1: Target 1 enemy 350% magic attack, penetrate
Skill 2: Target 4 enemies with 100% magic attack, lower enemy defence for 2 turns

Omg so OP. New meta with all mag heroes with immunity.
