The Russian arms exporter Rosoboronexport company announced in the near future of a contract for the supply to Indonesia of a new game of fighting vehicles BMP-3F infantry.

The CEO of the company, Anatoli Isaikin said that "Indonesia is buying Russian BMP-3F and in the near future" will sign new contracts with the country.

On Tuesday told RIA Novosti that plans to negotiate with defense ministers of some countries of the Association of Southeast Asian Nations, including the Minister of Indonesia, during the LIMA-2015 exhibition opened last Tuesday in Malaysia.

Today, the Marine Corps of the Armed Forces of Indonesia is exploiting BMP-3F.

The first batch of these combat vehicles were supplied to the country in 2010 and the second shipment was completed in early 2014.

Last November, the head of special orders of Rosoboronexport, Nikolai Dimidiuk, said the company plans to provide Indonesia about 50 BMP-3F more.

The first of three Airbus C295 medium transport aircraft for the Philippine Air Force (PAF) has been delivered, the company announced on 18 March.

The aircraft was handed over in Seville, Spain, and "is now being ferried to the Philippines," Airbus said in a statement.

The delivery is five months ahead of schedule. The C295 was selected in 2014 for the DND's medium-lift aircraft requirement for three aircraft to replace the PAF's three Fokker F27 Friendship aircraft, which have been in service for more than 30 years.

The Philippine embassy in Madrid said in February that "progress on the two remaining airframes could see an August delivery for the next aircraft".

The F/A-18 model, French firm Dassault's Rafale, Swedish manufacturer Saab's Gripen, and European consortium Eurofighter's Typhoon are all being assessed by the Southeast Asian nation to replace it aging fleet of Russian MiG-29 fighters jets.

While the purchase was earlier expected by Malaysia to be completed this year, the country's recent fiscal troubles due to plunging oil and commodities prices means likely delays in placing the order, aviation executives have said.

"Given the current economic situation, we would not be surprised to see the acquisition delayed a bit more. But we remain in an active dialogue with the customer," Howard Berry, Boeing's vice president for F/A-18 international sales, told Reuters on the sidelines of an aviation conference in Langkawi.

Last month, Dassault Aviation said that it is in talks to supply 16 of the multi-role combat jets to Malaysia.

Malaysia's Air Force Chief General Roslan bin Saad said all options were being considered for replacing the MiG29s.

"When fighter jets come to a certain number of years, it's normal to look for options. We are talking about whether we should continue with these (MiG29) jets or not. Nothing is final yet," he said, adding that "affordability" was a key consideration.

A recent slump in oil prices has led to a depreciation of the Malaysian currency and weakened the economy of the net oil exporting nation.

Western defense contractors are chasing overseas sales to prevent their production lines halting due to cuts in domestic defence budgets.

Boeing is seeking sales for the F/A-18s, and is in competition to sell the jets in some countries. With the defence markets being fairly flat in the United States, the importance of international markets has increased. Fewer orders may force the manufacturer to look at winding down F/A-18 production in the future.

"There are not as many new fighter competitions. So even the small ones like Malaysia and Indonesia are very important to us," said James Armington, vice president for East Asia-Pacific business development for Boeing's defence unit.

Malaysian Defence Minister Datuk Seri Hishammuddin Tun Hussein, who announced this on the final day today for LIMA'15 trade delegations, said the value was higher than the RM4.2 billion at the previous edition of LIMA.

LIMA'15 will open its doors for the public for two days starting tomorrow.

"This represents a jump of approximately 12.1 per cent, indicating that LIMA throughout the years has continued to provide the ideal platform for maritime and aerospace businesses regionally and globally," he told the media at the Mahsuri International Exhibition Centre (MIEC) here.

Seven contract documents were inked today between the Defence Ministry and various companies, besides the five MoU, eight LOA and six LOI, he said.

Pesawat tempur Rafale buatan perusahaan Prancis Dassault Aviation dinilai sebagai salah satu saingan bagi Sukhoi dalam tender tersebut. Saat ini, Indonesia tengah merealisasikan program modernisasi Angkatan Bersenjata Indonesia dalam skala besar, yang menyerap anggaran sebesar 15 miliar dolar AS dalam waktu lima tahun.

Sebelumnya, Rusia dan Indonesia telah menandatangani kontrak jual beli senjata untuk enam unit pesawat tempur Su-30MK2 senilai 470 juta dolar AS. Rusia berharap, dalam beberapa tahun ke depan negara-negara ASEAN akan mulai meremajakan armada-armada pesawat tempurnya yang sudah menua. Ketika saatnya tiba, perusahaan aviasi terbesar Rusia tersebut pun akan mempersiapkan penawaran menarik bagi negara-negara tersebut pada waktu yang tepat.

Indonesia berencana membeli pesawat tempur Sukhoi Su-35 dari Rusia, dan proses negosiasi antara Kementerian Pertahanan RI dengan pihak Rusia saat ini masih berjalan, demikian disampaikan oleh Duta Besar Rusia untuk Indonesia Mikhail Galuzin dalam konferensi pers di kediamannya, Kamis (5/3).

LANGKAWI, Malaysia: Budget constraints are jeopardising Malaysia's defence spending plans, which include replacing ageing fighter jets and beefing up its maritime capabilities.

While Malaysia has traditionally played down any tensions with China over the disputed South China Sea, it has long expressed concern about piracy and security along its land and coastal borders.

More recently, the disappearance of Malaysia Airlines Flight MH370 after it flew unimpeded across the Malay Peninsula last year exposed gaps in the military's tracking of the skies.

"We have a lot of areas to be concerned about. The Straits of Malacca, the south-western part of the South China Sea and others," Navy chief Admiral Abdul Aziz Jaafar told Reuters on the sidelines of an airshow on the Malaysian coastal island resort of Langkawi this week.

"We don't have enough to cover it all. The best way is synergy, by working together with regional partners we can ensure maritime security," Jaafar added, referring to possible joint sea patrols among Southeast Asian nations.

Malaysia's 2015 defence budget of 17.7 billion ringgit (US$4.8 billion) does not offer much hope for new kit, given it includes only 3.6 billion ringgit (US$0.97 billion) for military procurement.

This has been earmarked mainly for the purchase of four Airbus Military A400M cargo planes as well as navy patrol vessels. An A400M was on display at the airshow along with recently acquired Airbus EC725 utility helicopters.

A prolonged slump in oil prices is expected to further hurt the net oil exporting nation while heavily indebted state investor 1MDB could drag on public finances.

"Malaysian acquisition plans have been continually postponed for reasons of financial constraints," said Richard Bitzinger, a security expert at the S. Rajaratnam School of International Studies in Singapore.

"The navy is short of ships, and the army is similarly under-equipped. Compare sizes with, say, Singapore, which has more than five times as many frontline (jet) fighters and twice as many main battle tanks as the Malaysian armed forces."

Malaysia's top priority is to replace its ageing Russian MiG-29 fighters with 18 modern jets that would join a fleet of Boeing F/A-18Ds as well as Russian-made Sukhoi Su-30MKM warplanes.

Defence officials are assessing Boeing's newer F/A-18E/F, French firm Dassault's Rafale, Swedish manufacturer Saab's Gripen, and the Typhoon from European consortium Eurofighter.

Affordability would be key, air force chief General Roslan bin Saad told Reuters at the airshow. "We are discussing whether we should continue with these (MiG-29) jets or not. Nothing is final yet," he said.

Malaysian military sources expect the armed forces to push for more procurement funds in the next five-year plan starting in 2016.

"The armed forces want new fighter planes, maritime patrol aircraft, airborne early warning systems and anti-submarine helicopters. The military chiefs, however, are likely to be asked to prioritise their needs," said one Kuala Lumpur-based security expert who is close to senior military officers.

Singapore's defence budget will increase by 5.7% in nominal terms to SGD13.1 billion (USD9.5 billion) for Fiscal Year (FY) 2015, according to figures published by the Ministry of Finance (MOF).

The increase will see defence expenditure increase as a proportion of GDP for the first time since 2009, rising from 3.2% of GDP in 2014 to 3.3% for 2015.

Speaking at the Committee of Supply Debate 2015, Defence Minister Ng Eng Hen said that while Singapore was closely monitoring the significant growth in defence spending that had taken place in Asia over the last decade, the country would not alter its policy of gradual increases to military spending.

"We are not responding to it in sharp rises," said Ng, "as we have often said we want to avoid sharp increases or dips in our own defence spending."

MOF figures also show that over the course of FY 2014 defence expenditure was revised downward by 1.2% from SGD12.6 billion to SGD12.4 billion. Actual expenditure for FY 2013 came in at SGD11.8 billion, compared with the SGD12.3 billion initially budgeted.

Citing Dassault's chief executive officer Eric Tappier, Bernama reported that the package is similar to the one offered to Egypt, which in February ordered 24 Rafale fighters for a reported EUR5 billion (USD5.7 billion).

Tappier, who was speaking at the LIMA 2015 exhibition in Langkawi, said the repayment package offered to Malaysia features a 10-year loan provided by an unspecified French commercial bank and guaranteed by the government of France.

Dassault is offering the Rafale to meet the Royal Malaysian Air Force's (RMAF's) severely delayed programme to procure a Multirole Combat Aircraft (MRCA).

Boustead Heavy Industries Corporation (BHIC), responsible for constructing the Royal Malaysian Navy’s (RMN’s) six 3,000t Second Generation Patrol Vessel - Littoral Combat Ships (SGPV-LCS), revealed the project is only ‘slightly off track’ in terms of schedule.

Anuar Murad, director of BHIC’s defence & security division, told Shephard the programme ‘is looking good’, and that delays are at least partially due to still pending decisions from the Ministry of Defence on what minor equipment is to be selected for the new ships. Examples include air compressors and chilled-water plant for the air-conditioning system.

Murad said that, according to the baseline schedule, the basic design review was supposed to have occurred in December 2014. Instead, this will now occur in June 2015, indicating a delay of about six months. Nevertheless, he said the first ship will be delivered in April 2019, and that successive vessels will be delivered at 10-monthly intervals.

To help make up time, BHIC assessed and took what it considers a low-risk decision for detailed design to proceed without full completion of 3D modelling. Murad stated 3D modelling is currently 80% complete. Production is now set to commence in May, after the first steel arrives from the Netherlands in the middle of April. The hull will be made from nine blocks, while 26 modules will be above deck.

BHIC has modified the DCNS Gowind design quite significantly – for example, it is longer, has an enclosed bow deck, and repositioned guns. The SGPV-LCS is designed to accommodate an Airbus Helicopters H225m on its flight deck and in its hangar. BHIC holds design rights for the LCS platform, which raises the possibility of the company offering it for export in the future.

Major equipment for the 111m long ships has been decided, including the Bofors 57mm Mk3 naval stealth gun from BAE Systems, and two MSI-Defence Seahawk 30mm cannons. The MBDA Mica VL surface-to-air missile system in 16-cell launchers seems assured, and the RMN appears set to opt for the Kongsberg Naval Strike Missile (NSM) instead of the Exocet. The ship will have eight anti-ship missile launchers.

The class will feature two J+S Marine triple torpedo launchers, but the RMN has not yet decided on heavyweight or lightweight torpedoes. The ships will also feature DCNS’s SETIS combat management system, and the Thales Nederland SMART-S Mk2 3D multi-beam radar.

Three large, new sheds are being built at the Boustead Naval Shipyard in Lumut in readiness for construction to commence.

In other news, BHIC announced on 18 March it had signed a share purchase agreement and joint venture agreement with Airbus Helicopters Malaysia, which will see provision of full flight simulator (FFS) devices to pilots of H225m helicopters in Malaysia. It is the first FFS for this helicopter type in Southeast Asia.

It did not specify when or from whom the aircraft would be ordered.

The FA-50s were the first order by the Philippines for advanced combat aircraft in decades amid the increasing tensions with China over disputed territories in the South China Sea.

The SIPRI report from Stockholm on Monday said the five biggest weapons exporters in 2010-14 were the United States, Russia, China, Germany and France, and the five biggest importers were India, Saudi Arabia, China, United Arab Emirates and Pakistan.

The top five exporters were responsible for almost 74 percent of all arms exports.

The report said many states in Southeast Asia significantly modernized and expanded their fleets of combat aircraft in 2010-2014.

Singapore received 32 F-15E jets from the United States in 2010-14 and in 2014 ordered six A330 tanker aircraft from Spain.

Vietnam received 24 Su-30 fighter jets from Russia and eight more are on order.

Indonesia received three Su-27 and six Su-30 aircraft from Russia, the first five of 24 F-16C aircraft from the US and 16 T-50 light combat aircraft from South Korea. It has placed an order for 50 KFX combat aircraft from South Korea and has plans to procure a large number of new combat and tanker aircraft.

Thailand received 12 Gripen-C combat aircraft from Sweden.

Malaysia is looking at several potential suppliers for a planned order of 18 new combat aircraft and has four A400M tanker/transport aircraft on order from Spain.

The choice of the two systems reflects a compromise between the RMN and the Malaysian government, which had been sparring over the choice of guided weapon systems for the SGPV-LCS programme since 2012.

Following receipt of a letter of award (LoA) in December 2011, Boustead Naval Shipyard Sdn Bhd, a subsidiary of Malaysia's BHIC group, was in July 2014 awarded a MYR9 billion (USD2.4 billion) contract for the design and construction of the six SGPV-LCS vessels.

Reports that 3 countries mostly from Southeast Asian countries plan to buy LPD from PT.PAL. AFAIK Myanmar is one of them.

Three more countries plan to buy warships from Indonesia

Surabaya (ANTARA News) - Three more countries plan to buy warships from Indonesia after earlier the Philippines ordered two units the type of Strategic Sealift Vessel-1 (SSV).

M Firmansyah Arifin, the president director of the state owned shipbuilding company, PT PAL Indonesia (Persero) with its headquarter in Surabaya, East Java, said the orders from foreign countries constitutes a challenge and a reflection of confidence in the reputation of the company.

"Many countries have indicated interest in our products. Currently three countries agreed to cooperate with us in building warships," he said .

He refused to give name of the countries beyond saying most of them are Southeast Asian countries. He said the warships wanted by the three countries are the type of Landing Platform Dock (LPD).

Indonesian Navy has six warships in this class that could easily convert into helicopter platform warship, namely KRI Banjarmasin-590.

Earlier, PT PAL Indonesia delivered two units of warship the type of Strategic Sealift Vessel-1 (SSV) for its defense ministry.

Firmansyah, the warships measured 123 meter long and 21.8 meter wide at a price of US$90 million with a deal signed after a tight and long international tender.

The warhips could carry four tanks, four trucks, a mobile hospital and two jeeps and two helicopters with a maximum speed of 16 knots and machine capacity of 2 x 2,920 kW.
