China May Build a Naval Base in the South Atlantic

First Chinese air force drills over 'far offshore' Pacific

BEIJING - China's air force has carried out its first ever military drill over the western Pacific Ocean, state media said, highlighting Beijing's growing military reach.

Several aircraft from China's People's Liberation Army (PLA) on Monday flew over the ocean via the Bashi Channel, which runs between Taiwan and the Philippines, the official Xinhua news agency said.

"This is the first time that the PLA Air Force conducted such drills in an airspace far offshore from Chinese coastlines," Xinhua cited army spokesman Shen Jinke as saying.

The drill aimed to "level up the PLA Air Force's mobility and combativeness" over the "high seas", Xinhua reported.

Territorial tensions have increased in recent years between Beijing and its neighbours around the South China Sea -- which it claims almost in its entirety.

Beijing has also been building up its military reach in recent years, with its first aircraft carrier going into service in 2012.

China announced an 'Air Defence Identification Zone' (ADIZ) over the East China Sea in 2013, sparking condemnation from Japan and the United States.

Japanese media have reported that China is considering a similar zone over the South China Sea, which would be likely to further fan tensions in the region.

China has increased its military budget by double digit amounts for several decades, but says the spending is purely defensive and not aimed at other countries.

Several southeast Asian nations as well as Japan have boosted their defence budgets and ties with the US, in moves widely seen as reflecting fears about China.

The Bashi channel is a waterway between the Philippines' northernmost province of Batanes and Taiwan's Orchid island. Its ownership is disputed.

"The drill is not targeted at any certain country or targets and carries no threat against other countries and regions," Xinhua cited Shen as saying.

PLA chooses A300 hybrid rocket system as contractors compete

The People's Liberation Army decided to buy the A300 hybrid rocket system designed by China Aerospace Science and Technology Corporation at the International Defence Exhibition and Conference held in Abu Dhabi between Feb. 22-26, according to Richard Fisher, a US expert in Chinese military affairs, in a piece for the UK-baed Jane's Defence Weekly on Mar. 28.

Source from the Chinese military said the A300 is a two-stage artillery rocket designed based on the current A200 hybrid rocket system. China Aerospace Science and Technology Corporation has extended the attack range of the A300 to 290 kilometers from the A200's 200 kilometers. It has a larger engine which can boost an unpowered second stage with vanes for lift and control fins directed by an inertial measuring unit-navigation satellite guidance system, Fisher said.

Fisher wrote that a single A300 rocket may be able to carry a 150-kilogram warhead. After the rocket enters service with the PLA, its attacking range may be extended to more than 300 kilometers. It has a 30 to 45 meters circular error probable (CEP) and can engage eight targets in a 20 km by 20 km area, according to its promotional material.

Fisher also noticed that several Chinese state-run military hardware manufacturers were competiting against each other in Abu Dhabi. At the expo, China Aerospace Science and Technology Corporation, China Aerospace Science and Industry Corporation and China North Industries Corporation were all showing off their new precision-guided long-range artillery rockets that approach the range of short-range ballistic missiles. Fisher believes the PLA is encouraging the competition to accelerate weapons development.

"The PLA is happy they have greater choice," an official from the Chinese military told Fisher.

China Wants a Massive Solar-Powered Space Laser

US Accuses China of 'Creating a Great Wall of Sand'

At a naval conference in Canberra, Admiral Harry Harris Jr. of the US Pacific Fleet spent a few moments speaking on the beauty of the South China Sea, a body of water teeming with natural islands and coral reefs.

"But what’s really drawing a lot of concern in the here and now is the unprecedented land reclamation currently being conducted by China," Harris said. "China is creating a great wall of sand with dredges and bulldozers over the course of months."

This wall, as the admiral calls it, refers to a series of submerged reefs in the Spratlys archipelago, which China has built into utilitarian landmasses, complete with buildings and aircraft runways.

"China is building artificial land by pumping sand on to live coral reefs – some of them submerged – and paving over them with concrete," he said. In total, Harris said that China had converted over 4 square kilometers of sea into land.

The purpose of these islands is what worries both the US military and other regional players. The South China Sea is a highly contested area, with territorial disputes between a number of nations. While China claims a vast majority of the sea, the Philippines, Vietnam, Taiwan, Brunei, and Malaysia all have overlapping stakes. Earlier this month, both the Philippines and Vietnam filed diplomatic protests to Beijing over Chinese naval presence near their shores.

The main fear is that these islands are being built as military installations with the intention of broadening Beijing's influence in the region.

"When one looks at China’s pattern of provocative actions towards smaller claimant states…it’s no surprise that the scope and pace of building man-made islands raises serious questions about Chinese intentions," Harris said.

"How China proceeds will be a key indicator of whether the region is heading towards confrontation or cooperation," he added.

But to address these concerns, the United States is bolstering its own military presence. Last month, the US Navy admitted that it is launching its most advanced spy plane – the Poseidon P-8A – out of bases in the Philippines. Earlier this month, a bipartisan group of Senators wrote to Defense Secretary Ash Carter, demanding a formal strategy for countering Chinese influence in the South China Sea.

Some kind of strategy appears to be taking shape. Admiral Harris also said that the US Navy was currently in preparation to shift 60% of its fleet to the Pacific by 2020, and the Pentagon is also seeking broader cooperation with India to conduct maritime exercises.

The conference, itself, was meant to signal a stronger partnership between the US and Australia. Earlier in the day, Rear Admiral Christopher J. Paul, deputy commander of the US Pacific surface fleet, urged the Australian Navy to join US-led "hunter-killer" patrol groups.

Paul also said that the US was moving in its latest Zumwalt stealth destroyers, and that combined with Australian missile destroyers, amphibious ships, and frigates, the allied nations could pursue the "distributed lethality" doctrine recently decided on by the US Navy.

"A shift to the offensive is necessary to create more favorable conditions to project power where required," Paul said.

Building artificial islands may be one form of abstract aggression, but the expansion of US naval presence over 10,000 miles from home could be perceived as another, more direct type of aggression.

And because it rides above the water on robotically stabilized pontoons, it remains steady in all but the roughest of seas. While attackers would struggle to aim weapons from a bucking, heaving boat, armed crew members on Ghost can engage with relative ease as it bears down at full throttle.

Islamic State retreats from Tikrit, Iraq

Iraq’s security forces have recaptured Tikrit, according to Iraqi Prime Minister Haider al-Abadi, which if confirmed would be the largest victory yet against Islamic State. Iranian military intelligence operatives and advisers have taken a public role in assisting Shiite militias in pushing back Islamic State from the far outskirts of Baghdad. Significantly, Shiite militia leaders have conducted this operation with no coordination from allied forces.

PLA H-6 bombers conduct first drill in Western Pacific

H-6 strategic bombers of the People's Liberation Army Air Force have conducted an exercise in the airspace of the Western Pacific for the first time, according to the state run China News Service on Mar. 30.

Colonel Shen Jinke, spokesperson for the PLA Air Force, confirmed the exercise at a press conference in Guangzhou and said the drill allowed the crew of the bombers to gain necessary experience carrying out mission over the open sea. Shen said the exercise did not target any country nor did it violate any international law.

"It is common for the air force of every major power in the world to carry out exercises like this," Shen said.

Photos published by the PLA Air Force indicated the bombers taking part in the drill were the H-6K variant. Shen also said the bombers flew over the Bashi channel between Taiwan and the Philippines before reaching the airspace of the Pacific.

While no further details of the exercise were revealed, the Jiji Press based in Tokyo expressed concern over the ability of the PLA Air Force to deploy H-6 bombers to the Western Pacific. China is taking the opportunity to demonstrate its power and resolve to countries in the region, it said.

With a combat radius of 2,000 kilometers, the H-6 bomber could launch attacks against US military facilities on Guam.

Russia to use Chinese engines for Grachonok anti-terror boats

Russia has decided to introduce diesel engines from China for its Type 21980 Grachonok anti-terror boats after the Motor and Turbine Union based in Germany declared that it will no longer provide engines, according to Military Parade, a website covering global defense news based in Moscow.

China signed a contract with Russia last week for engines for the two Type 21980 Grachonok anti-terror boats with the serial numbers 01221 and 01222. Both vessels are currently being build by Vympel Shipyard. The vessels will be equipped with TBD620V12 main engines produced in China.

In addition, China has promised to supply two decelerators and two couplings for the vessels.

The Russian Navy placed an order for six Grachonok anti-terror boats from Vympel Shipyard in January 2014. Two shipyards located at Zelenodolsk are also responsible for the construction of the Type 21980 boats. It is unclear whether all the boats will use Chinese engines.

Pakistani Navy to Purchase Eight New Submarines From China

Pakistani Navy officials said the National Security Committee has given the final go ahead for plans to purchase eight submarines from China. Pakistan has been negotiating the submarine purchase with China since 2011, with initial plans to purchase six, and subsequently raising the number to eight. The plan is viewed as a means to address the country’s force imbalance with India.

The Russian-Pakistani military cooperation is not directed against any third country, the ambassador of Pakistan to Russia Zaheer Janjua told Sputnik commenting on a military cooperation agreement that the two countries signed during the Russian defense minister's visit to Islamabad last month

"The National Security Committee has approved, in principle, the acquisition of eight Chinese submarines," Additional Secretary of the ministry Rear Admiral Mukhtar Khan said to the National Assembly’s Standing Committee on Defense. He added that the Secretary of the Economics Affairs Division Muhammad Saleem Sethi is expected to discuss the issue further when he travels to China on Wednesday.

Officials have said that other proposals are being considered, noting that the "Pakistan Navy is also in touch with Germany, Britain and France to purchase used submarines."

Negotiations with Germany have been stymied in the past over cost disagreements and opposition in the European country to the sale of submarines to Pakistan in 2004. Pakistan has also held negotiations with France in the past for acquiring their Scorpène-class submarines. According to Naval officials, France had refused to pursue the sales for several reasons, among them the fact that it was already selling the same submarines to India.

The United States and Pakistan will conduct a range of joint military exercises starting in autumn 2015, according to a US Central Command press release

The type of submarines and the cost has not yet been revealed yet, although an officials speaking IHS Jane said "in the recent past, there have been reports of discussions for the Type 041 submarines." In terms of the cost, retired Lieutenant General Talat Masood estimated a price of less $5 million per submarine.

Given the close defense collaboration between China and Pakistan, Masood explained that Beijing is likely to extend a long-term loan at a low interest rate to cover the cost of the submarines.
