I'm a local uni student and it's possible to do well while on a tight budget so you shouldn't use it as an excuse. First of all, Bulking does not mean you should eat A LOT. I think that's why you're getting all the fat gains. If you want to do a bulk and gain lean muscles, just calculate your maintenance calories and add a small surplus probably from 300-500 and stick to it. Bulking doesn't means you can eat however you want and expect only muscle gains. Aim for small weight increment per month too so that it will be mostly muscle instead of fats. On the other hand, remember you are hitting you macronutrients and micronutrients. Hope this helps.
