any changes towards your house that deviate from the original sales and purchase agreements....need to apply approval permit renovation extension...
CCC applicable after owner  finish doing extension based on the approved council renovation extension drawings .....

you are creating another room... with all 4 wall with brick wall.. creating a new enclosed space.. .. thus new area/ room is being created....
unless your idea is to maintain a balcony with only 900mm ht brick wall all round and balance above 900mm is without any windows.. just opening.... if this is the idea than should be ok... if enclosed all 4 perimeter wall brick up.. got new metal deck.... submit to council for approval drawings....

Yes .. I can only do certain council only … which indicated in my site …. Other council /majlis is just to far for me to go back and fourth to follow up …

Oh ya ya … DBKL yes can do … using its online submission KLIS …yours under application code B2… I didn’t put the DBKL logo in my site …. Will update later if got time .

Same thing …you are changing the purpose usage of that particular area … original is an open balcony as per your original sales and purchased layout and now changing the usage to gym/ new room which is basically new enclosed space with 4 corners of full height wall / glass curtain wall ….furthermore you are extending the roofing which deviate from the original S&P plan …. Still need to submit …. If You trust your contractor you can proceeed with his idea , but if let’s say suddenly got complaints from neighbour or DBKL officer suddenly hardworking enough to do some patrolling …then get ready to kaodim or pay penalty / fine…
If small works like changing old roofing to new roofing , doing fencing gate , or internal partition still need to apply permit … permit kerja kecil …. Yours consider as extension …need to submit
