It's acceptable and legal based on my experience applying for renovation permit with MBSA. Do check with MBSA with contact details as below based on your location. WhatsApp is fine.

Most doesn't require renovation permit but permit bahan binaan + their assigned roro bin for such minor work. Anyway, if there's no other minor work that requires permit such as installing awning or fence modification, just proceed without permit. Unnecessary to spend a sum for something that doesn't add value to the property.

Just wanted to share ideas that I did for some. Reinforced concrete roof slab with a pitch roof on top of it (for Buku Setara application) for future extension of 1st floor.

It's cheaper if there's any plan to extend first floor instead of redo the existing ground floor extension for first floor extension. Just few columns and brickwall, can even reuse the pitch roof for first floor extension.
