The Bumi discount rate is determined by the Statement Government. Therefore, the discount rates vary in different states. For example, developers in Johor need to give 15% discount to Bumi buyers for its residential properties, as opposed to KL 5%, Selangor 7% and Penang 5%.

Yes, most peopke know the risk. Nevertheless, the risk is much lower compared to speculating in stock market.

It's sad to hear that our government imposes such restriction on Sabahan/Sarawakian Bumi. But hey...why do you need ASW2020 since you can buy ASB. You've probably maximised your purchase limit for ASB? Hahaha
