 [FAQ] PC Restart/Auto Restart Problems, all question relating to these problems

actually I almost give up with my pc but then I saw this thread so here I am...

Here is my spec:
Mobo: Gigabyte GA-EP31-DS3L
Proc: E8400 E0 @3.00ghz (333*9)
PSU: 550W pure power(forget the brand)
OS: Win 7 Ultimate x64

prologue to the problem:

I saw easy guide to OC E8400, the step were:
1. Make sure my proc is in between 30-50c(check)
2, go to bios change value fsb to 400 and multiplier to 9 while voltage value is unchanged due to E8400 E0(check)
3. Save and exit(check)

Main story:

After I restarted, I heard the computer twice restarting and the screen status on POST stated that the proc speed is changed to 3.00ghz intstead of 3.6ghz(400*9). After I saw that, I entered BIOS again to make sure that my set up was correct. Suprisingly, the value I have changed has been changed back to previous defaults so I configured it again for OC. This event is repeated three times because the POST screen still stated 3.00ghz. Aftter it recurring for the three times, I realized that my PC might not be stable for OC so I had turn it to defaults setting then I safe and exit. After awhile I waited(longer than usual), login screen appears I entered pass. It took almost thrice longer time than usual load time. Eventually many applications were booted up but having longer time to process so out of stupidity I restarted the PC again...

This time I'm not so lucky because I got stuck on the screen that stated "verifying DMI Pool status........" for longgggg time. I restarted again, this time after damn long delayed I got through and windows was loading but new screen appeared asking me two options, whether I want to starts to repair windows or starts normally. I chose the 1st option, the samee creen reoccurred., i tried thrice, same thing happened so I chose to starts windows normally on the fourth time but then nothing happened, only black screen. I waited for 10minutes, it still the same.

From then onwards, I tried restarting numerous time but so far I couldn't get through. I tried booting from CD which my win 7 CD is insterted on the CD Drive still nothing happened. A week ago I created full backup from win7 application and stored it to my external HDD. I tried to boot from it but I hasn't got any clue where to starts or whether it could starts.

Ending:
Despair finally arouse and completed my mind that I will just have to bring this to lowyat to get repaired but one thing crossed my mind, would all the data on C: will be erased??lol....

My questions:

1. Supposed I bring it to get repaired, after the OS starts normally, can I restore my pc settings, data, etc, with backup image from my external HD given the OS is same?

2. What the hell happened to my PC? Was it because I tried to OCed it?

3. Is there any way to format it from BIOS or I mean to get repaired at home..?
