There's a event item that enables you to catch both of them in FireRed/ LeafGreen/ Emerald.

Need Gold/ Silver remake now!

If you want to evolve Pokemin through trading, the GTS is the best way to do it when you don't have a trade partner. For some Pokemon to evolve through trading it most hold a specific item, for example you need to give your Porygon an UP-Grade before trading it (evolves into Porygon2).

Bibbarel is pretty handy as a HM slave, it can learn Surf, Strength, Rock Smash, and Rock Climb.

I bet you are using Charizard + Aeroblast.

The game's manual has a detailed instruction on how to use the Pal Park, so why do you take a look first before asking question?

1. Beat the Elite 4 + Champion.
2. Complete all the Pokemon names in your Sinnoh Dex, just simple encounters are enough (no need to catch them all).
3. Get the National Dex from Professor Oak (in Prof. Rowan's lab).
4. Save your game and turn your DS off.
5. *Insert your GBA Pokemon games into your DS's Slot-2 (You still need the DS Pokemon game in Slot-1)
6. Turn on your DS and select your DS Pokemon game, an option to transfer your Pokemon from the GBA game should appear in the menu.
7. *Choose the 6 Pokemon you want to transfer to your DS using the touch screen.
8. Then start your DS Pokemon game and proceed to Pal Park where you can catch the 6 Pokemon you've transfered using Park Balls.

• The compatable GBA Pokemon games are Ruby/ Sapphire/ Emerald/ FireRed/ LeafGreen, ORIGINAL GAMES ONLY.
• You can only transfer 6 Pokemon once every 24 hours. No, changing your system time will only reset the counter for another 24 hours.

Anything that isn't involve modifying the game's code =/= cheating. Trading through the GTS is one of the official ways to evolve your Pokemon. But there is a some kind a loophole where you can deposit your Kadabra in the GTS then do a trade (for any Pokemon) without logging out, after that the Kadabra will evolve into Alakazam when you withdraw it out.

If you have Wi-Fi access, you can trade via the Internet as well. As for the Shiny stone, you can find some as you explore through the Sinnoh region. It's limited so use it wisely.

Now you can have a proper Lugia with Aeroblast.
