don't be so nitpicking on sharpness, it won't add too much more value to a picture and can be fixed with PP a lot of the time.

Exposure Value
EV = 9
Landscapes, city skylines 10 minutes after sunset. Neon lights, spotlighted subjects.
So it tells me “Landscapes, city skylines 10 minutes after sunset. Neon lights, spotlighted subjects”
These are the situation for these setting?
