it might be his proc or other hardware limitation

higher FSB with higher clock speed = better performance
gaining FSB doesn't necessary tweak the timings, it depends on whether your RAM can do it or not

my toledo is running cooler than manchester
my 4400+ X2 toledo is doing around 60 load overclocked while the 3800+ manchester could reach 100C on same heatsink stock clock
i doubted it was my bios, flashed with the newest and the problem still same
sold the proc away, and it was working perfectly with the guy now
