You r right..its really quite close in terms of feel n actual, its just 10ft wide ..

im not sure about the fire regulations, but if im not mistaken they have a limit on how long a row of houses there is until a break is required hence end lot unit is there, and that either a minimum 10ft back lane or none at all like those link semi-d where a "bungalow" splitted into 4 houses where min 10ft of land required at the side for semi-d...and nowadays there seems to be a gate at the back lane to restrict movements, not very sure does it comply with any regulations or not but neighbours nowadays are more concern with thieves and robberies more than fire breaking out
