Found it. Idea Fan for y510p y500 G500 ?y410p ?y400 ?y480 ?y580?

it doesn't exactly control the speed but more like trigger the dust cleaning mode when it reached a certain temperature. [default value is 90'c]

Update. Game:Far Cry 4. Time:1 hour more or less. Setting: low @ 1366x786 Frame:30[on camera] -72 *when zooming[on camera] the frame went to 30 but most of the time, it's smooth like 40 and above. *using Idea Fan software. Update. game: none[idle] after restarted and dust cleaning[software]. time: 15 mins of doing nothing[screen is on] *Idea Fan was disable. *no cooler pad. *on battery.

Update Game:Assassin's Creed Unity Time: 10 minutes. Setting:low @ 1366x786 Frame:26-52 *during cinematic cutscene the frame still  went down hills.  [improved from 8-lowest to 10-lowest] *Overclocked. *no cooling pad. *nvidia 344.75 driver. *Idea fan was enabled.

the O.C above didn't work with AC:Unity or Far Cry 4. both kept crashing.
oh well... time to try bios modding~.
