All banks have a sort of "open" connection on basic rating, like how many cards a person are holding. That's why I said before just our IC number can do wonders(on knowing who are you) already.

Not really need to reduce the CL, more important is your past records, relationship to that bank. Like my credit rating considered very good to Public Bank since I had a housing loan with them. And their VS are the first card in my life that gives rm100k of CL which I only spend rm834

It means nothing and if any fraud case happens, you will have trouble.
