I thought all of the units on that piece of land are considered as 1 phase. Or perhaps it was latter broken down into sub-phases due to low take up rate?

You mean 3 sub-phases? Btw, same security poat for a terrace type and a semi-d type doesn't seem like a good idea. Especially considering the starting price for the terrace is around 700K but for the semi-d is 1.7M.

I thought Aqila is 1.7 mil before rebate. Therefore it's 400K+ am i right?

I think not. Serenia City is much smaller in term of total development area thus lesser choice for you. For instance, it only has one phase of semi-d with only 72 units where as Elmina has lots of them and even some bungalows.
